1. Introductions, apologies and substitutions
1.1 The Chair welcomed everybody to the meeting. There were no apologies.
2. Implementation of the Learning and Skills (Wales) Measure 2009: Evidence Session
2.1 The Chair welcomed the witnesses. Members questioned the witnesses on the implementation of the Learning and Skills (Wales) Measure 2009.
Action Points
· The Minister for Education and Skills agreed to provide examples of best practice where greater collaboration has resulted in financial savings.
· The Minister for Education and Skills agreed to provide a note on the laptop pilot scheme.
· The Chair agreed to write to the Minister for Education and Skills with evidence of where schools are teaching modern foreign languages outside of core schools hours.
3. Flying Start
3.1 The Chair welcomed the witnesses. Members questioned the witnesses on the Flying Start programme.
Action Point
· The Deputy Minister for Children and Social Services agreed to provide further information on families in receipt of Income Support who are participating in the Flying Start programme.
· The Deputy Minister for Children and Social Services agreed to investigate claims whether LHB’s were freezing the recruitment of generic Health Visitors as a result of the funding for additional Health Visitors into the Flying Start programme.
4. Motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the following business and for the meeting on 1 February 2012:
4.1 Members agreed the motion to exclude the public for the remainder of the business and the meeting on 1February.
5. Children's Oral Health in Wales
5.1 Subject to a couple of minor amendments, Members agreed the draft report on Children’s Oral Health.
6. Adoption Inquiry - Appointment of Expert Adviser
6.1 Members agreed to appointing an expert adviser to assist with the adoption inquiry.
